Emerging Trends in India-Nepal relations


A conference has started in Patna of Bihar on Saturday(april 26th) to discuss the dimensions of Indo-Nepal relations under new circumstances. With a distinguish panorama in the kaleidoscope as the indo-nepal relation is concerned, In the last week of April a jumbo delegation of Nepal led by Minister for Physical Planning and Works Hishila Yami had been in Patna to gauge the new spectrum. The delegation had been distinguish in nature itself as it was not just for a political approach. Besides political representatives there were  senior journalists, intellectuals, artists, industrialists and foreign relation experts did also make important participation. Kush Kumar Joshi of Federation of Nepali Chamber of Commerce and Industries (FNCC) also made his presence felt, by having some serious talk in the seminar. The Indian delegation were led by Dr Jairam Ramesh, Minister of State for Commerce and Industries. The conference had been organised by India"s External Affairs Ministry. The most powerful challenges are from within the party itself. The primary area to work on for maoist is to shift in their work culture. Electing maoist for leading this himalayan country may be just an alternative to failure of parties like Nepal Congress, Madhesi Jana Adhikar Forum and Tarai-Madhesh Loktantrik Party. Over decades of time these political parties failed to work at grassroot level to enhance the lifestyle of ordinary Nepali people. Hence maoist must not take it as their win, but rather as a loss to others primary political party. This is same what we seen in India, when people elects a "kinnar" as their representative to the state assembly and or made them sweep ward elections. It do represents the loss of credibility among average voters for all leading parties/candidates of that constituent area . Nature of democracy necessarily makes votes to go somewhere - this time maoist had the basket. The Maoist leader, Prachanda, has been quick to try to reassure the public, political parties and the international community about his party"s commitment to multi-party and peaceful politics.
The Patna Conference Transcript :-
Inaugurating a two-day seminar on "Emerging Trends in India-Nepal relations" jointly organised by the Ministry of External Affairs and the state government. It is being  considered as India"s first diplomatic initiative to engage with Nepal"s new order. "We have no problem in sitting down together with them in a friendly and cooperative manner to come up with a new instrument that will more easily reflect the changed circumstances,"" said Prime Minister"s special envoy Shyam Saran. However, there are already signs of trouble. Maoist Leader Prachanda already wants to scrap the 1950 friendship treaty between India and Nepal. South Block is seized with a new Nepal where history is in fast forward mode. It is now goodbye to his Royal Highness and time to shake hands with their Excellencies with the fisted Red Salute.

A somewhat optimistic CM, Nitish Kumar said "co-operation in the field of water resources development would help create irrigation facilties, generate hydro-electricity and provide important navigation facilities to land-locked Nepal which shares a 700km porous border with Bihar. He was quite correct reiterated that construction of high-dams in the Himalayan nation would control recurring floods in Bihar caused by rivers emanating from Nepal and would also help Nepal in producing hydel power which could be used for improving agricultural productivity as well as industrial growth.

Question Of Political Stability:-
""We, particularly the Communist Party of Nepal (Maoist), have been voted to majority because we say we need a new vision for Nepal. Therefore from that point of view, we would also like to have a new thought over and new review of past treaties,"" said Hisila Yami, CPN (Maoist) leader & Minister for Physical Planning & Works, Nepal. Such sort of statement do mirrors some sign of political instability. Vision is such sort of thing that get develops over period of time and need not to be imposed. Some recent development that is not a sign of a good democratic governace, happend in Nepal in past few weeks.
   1.Trivuban International Airport (TIA) authority has barred Nepalnews reporters from entering the TIA premises when they were heading there to cover a news about the arrival of Nepali team returning back from Patna of the Indian state of Bihar after participating in a seminar on Nepal-India relation in the changed context.The incident took place even as Minister for Information and Communnication Krishna Bahadur Mahara promised to implement the Right to Information Act strictly.
   2. The newly elected Independent candidate from Rautahat seat, Babban Singh accuses the Maoist govt. of giving order to Nepal police to kill him. At present he has taken shelter in Muzaffarpur, Bihar.
  3. The relation of India to this himalayan nation has been oscillating since the political instability ingressed Nepal and the adour of election (or installation of democracy) has been dampened by the apprehension of how would the country be leaded if Maoist comes to power. Revision of the Nepal-India treaty of 1950, was the demand of communists ever since UML leader Man Mohan Adhikari became prime minister of minority government in 1993. Maoist chairman Prachanda should first concentrate to fulfill the demands of average Nepali citizen living in pitiful situation.

Kolkata Left Powerless, Governor Shows Will Power


The depleting power situation in Kolkata has been affecting daily life for quite some time. Consequently, production in industries and factories are decreasing. To share the ordeal faced by Kolkata residents due to daily outages the Governor Gopalkrishna Gandhi on ordered for a power off in the governor house for 2-hours daily. Even generator and/or Inverter are not allowed to run. He begins implementing this from wednesday, observed a voluntary two-hour power cut. The governor - a grandson of Mahatma Gandhi - started his drive in the afternoon and the Raj Bhavan"s power supply was stopped from 1:30 pm to 2:30 pm and 6-7 p.m. He had no reservation over maintaining the routine for as long as the power situation in Kolkata do not get improved.  Following on the footstps of West Bengal Governor Gopalkrishna Gandhi, Trinamul Congress chief Mamata Banerjee decided to observe two-hour voluntary power cut at her residence here from Friday to show solidarity with the Kolkatans who have since April been suffering infrequent electricity supply.
CPI-M state secretary Biman Bose accusses the governor and termed his approach as just for "publicity stunt" claiming that the governor does not have the right to interfere in the matter. His patience lost all limits when he called for "redefining" the role of governors. The ruling Communist Party of India-Marxist (CPI-M) claims that W.Bengal needs no governor at all and defined the highest democratic institutions of the state as futile, arguing that the Governor hardly has any serious responsibilities.
Mr. Bose did not even think before stating that "if the post remains, let the people elect their Governor, alike in U.S.". Do not he know the distinguish democratic definition of the two different countries.  
Earlier, the CPM"s state sponsored terrorism in Nandigram had been bridled by some initiatives taken by Mr. Gandhi. He has been personally monitoring the Nandigram incident and despite of his limited power in active administration he left no stone unturned to restore peace and tranquility in Nandigram. His attempt made the ingressers a jolt and administration had to remove the new unauthorised manmade blocks at entry points to 1 Chandpur-Rai Para-Phulni More-Khadinbari-Nadia 2. Nandakumar-Kapaseria-ferry to cross over to Nandigram 3. Heria-Nandigram 4. Potashpur-Nandigram in order that the isolation of Nandigram from the rest of the State ends. Since then (post NandiGram issue) the ruling party has had a spat with the governor.
Born & brough up in New Delhi Mr. Gandhi did his Masters in English Literature from St. Stephen’s College, Delhi University. This grandson of Mahatama Ganhi joined the Indian Administrative Service in 1968 and served as Secretary to the Vice President of India from 1985 to 1987 and Joint Secretary to the President of India from 1987 to 1992. His mind do look at things from a different angle and this lead him to have voluntary retirement from the IAS in 1992. Then on he serves in High Commission of India in different countries.  He took up the position of the Secretary to the President of India in 1997.
Shri Gandhi took office as the Governor of West Bengal on 14 December, 2004.
He has shown his personality being distinguish from other in past too. He ordered for not prefix "Mahamahim" before the word governor. He did not have hiccups visiting the wholesale market in Kolkata, which was devastated after a major fire broke out in the Burrabazar on january 12. Often governors do not do such things and rather enjoys being at their palatial bunglows watching the devastation on television. I was afraid that the ruling Communist Party of India-Marxist (CPI-M) might would claim it as publicity stunt too. For a minute even if we concede with the CPI-M claims, if all these things are just for publicity stunt, have they find any logical rational why the governor need it. Is he a politician, Is he have to fight election or a person with such dignity(having served the highest dignitaries of India, and represents India in many countries) really need identity and local media attention.
In the January fire Around 2,500 shops and several buildings were gutted in the inferno. Though no casualties been reported but property damaged in the fire is estimated to be worth millions of rupees. Will the CPI-M tell the people, why the government failed to restore the market and assist the traders/shopkeeper to get back to their places, as 4 months have already passed. What we lack in the party leadership is the sense of integrity of the nation and statesmanship in not even one of the party leaders of the present. It is now increasingly felt how Mamta Banerjee and her Trinamul Congress have been facing the heat of the CPM-Left Front all over these years.
